Purpose I own an incentive website, which is also known as GPT (getpaidto/get paid today). An advertiser pays me the (publisher/affiliate) for members who complete surveys, trials, or quizzes, and in turn I pay the members a percentage of my earnings. If you’ve noticed they all seem to have a general setup, and simple design. I want to really standout, and employ a very artistic, brightly colored summer design.
What I am looking For
I am aware that it may not practical, so I am asking for the designer to really decide if it will be practical, or the best way to go about the project.
A fully illustrated design (this is a must)
A scrolling illustrated design (if possible and practical)
I should have space for a shoutbox, news/updates, last credited offers, games, and contests

I would love a fully illustrated scrolling web design that has 3 transitions
    Clouds/sky -> Beach -> 50% (the rest of it) the marine floor with marine animals
Again if this is not practical please let me know what would work.

There are some items that I do need and I created an image in photoshop. I want to say before looking at it that again design whatever you feel is practical, and is most suitable for my niche.
