Convert HTML to WordPress theme by austind72

I have attached the html for the WordPress theme here. The theme will need a drop down menu for categories/pages. This is not included in the HTML but I have attached a screenshot. All usual WP files required… (Budget: $250-750, Jobs: PHP, Website Design, WordPress)
